BANGKOK — China released new interim measures Friday tightening controls on mining and processing of rare earths that are used in many high-tech products including electric vehicles, smartphones and fighter jets. The rules released Friday by the Ministry of Industry and Information Technology apply both to rare earths originating in China and those that are sent to China for refining. HONOLULU — Hawaii’s Kilauea volcano resumed erupting Friday by shooting an arc of lava 100 feet (30 meters) into the air and across a section of its summit crater floor. It was Kilauea’s 31st display of molten rock since December, an appropriately high frequency for one of the world’s most active volcanoes.
